The Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) provides a structured pathway for professionals to earn Baccalaureate degrees (Level 6 in the Philippine Qualifications Framework). Unlike traditional enrollment, the programs listed here are specifically curated for individuals who have already mastered the core competencies of their field through years of actual practice.

It is important to note that a Higher Education Institution (HEI) being "ETEEAP-deputized" does not mean they can offer any degree through this scheme. CHED grants deputization on a per-program basis. For example, a university may be authorized to offer a Bachelor of Science in Business Administration via ETEEAP but may not have the same authority for Engineering programs unless they meet specific criteria, such as being recognized as a Center of Excellence (COE) or Center of Development (COD).

Since the program relies on the equivalency of work experience, your professional background must align closely with the curriculum of the degree you are pursuing. Generally, at least five years of relevant experience is required to demonstrate mastery of the program's learning outcomes.

Common Academic Disciplines

Business and Management: This includes majors in Financial Management, Operations, and Human Resources. These are highly sought after by supervisors and managers looking to formalize their corporate leadership skills.
Information Technology and Computer Science: Ideal for self-taught developers, network administrators, and IT leads who have kept pace with industry certifications but lack a formal diploma.
Engineering and Technology: Specifically designed for technical leads in manufacturing, construction, and electronics. Note that some Engineering degrees earned via ETEEAP may qualify the graduate for professional licensure exams.

Aligning Work Experience with Academic Standards

Because ETEEAP is not a shortcut or a traditional class-based degree, its core engine is equivalency. The deputized Higher Education Institution (HEI) will assess whether your prior learning and job roles match the learning outcomes of the specific college curriculum. To qualify, you must show:

Strategic Responsibility: Having at least five (5) years of aggregate work experience is the baseline. Furthermore, your experience should show depth—including roles in planning, decision-making, direct project involvement, or supervisory tasks.
Discipline Proficiency: Applicants must prove mastery of the field. This is verified using certificates of proficiency from regulatory bodies, certificates from current/previous employers, or active business registrations for self-employed individuals.
Portfolio Evidence: A comprehensive portfolio of your accomplishments—such as technical drawings, code repositories, work samples, training certificates, and detailed job descriptions—will be scrutinized by a Panel of Assessors.

Guidelines for Second Degree Seekers

Under Republic Act No. 12124 (the ETEEAP Act), college graduates who wish to pivot or gain formal recognition in another industry may utilize ETEEAP to obtain a second degree. However, the law stipulates that:

Second Degree Limit: You can apply for equivalency and accreditation towards the grant of up to a second undergraduate degree only.
Field Relevance: The prior learning and work experience being accredited must be directly related to the second degree program you are seeking.

Verifying Institution and Program Deputization

It is vital to check if your chosen school is authorized by CHED to offer your target degree via ETEEAP. Deputization is granted on a per-program basis, meaning an institution with authority to offer ETEEAP in Business Administration cannot offer it for Engineering or Criminology unless specifically deputized for those programs. Under RA 12124, deputized programs must meet high-quality benchmarks:

Private Institutions: Must hold an autonomous or deregulated status from CHED.
State and Local Universities (SUCs/LUCs): Must be categorized as at least Level II (for SUCs) or have equivalent recognition (for LUCs) with a valid Certificate of Program Compliance (COPC) from CHED.
Specialized Designations: Programs are prioritized if they are recognized as a Center of Excellence (COE) or Center of Development (COD) in that particular discipline.
