ETEEAP for Overseas Filipino Workers (OFWs)
Millions of Overseas Filipino Workers (OFWs) have spent years building careers abroad. They have managed teams, solved complex technical issues, and developed deep professional expertise in fields ranging from healthcare and construction to hospitality, maritime, and engineering.
Without a college diploma, many face a barrier to career advancement, promotions, or salary increases. Under the Philippine Qualifications Framework and Republic Act No. 12124 (The ETEEAP Act), your overseas work experience can be recognized, accredited, and converted into a recognized college degree.
The Official CHED ETEEAP Portal: "ENROLL OFWs"
In a joint effort with ETEEAP-deputized Higher Education Institutions (HEIs) across the country, the Commission on Higher Education (CHED) launched the ETEEAP Registration and Onboarding for Lifelong Learning for Overseas Filipino Workers, known as ENROLL OFWs.
The ENROLL OFWs portal acts as a centralized pre-assessment registry where OFWs can log their profile and target degree program from anywhere in the world. Instead of manually reaching out to multiple individual colleges and universities, the portal maps your details and connects you to a deputized institution that matches your industry experience.
Official CHED Portal Address
Access the ETEEAP Registration and Onboarding portal online:
https://eteeap.ched.gov.ph/This centralized pre-assessment is your official first step. Once submitted, it initiates a 5-stage journey managed in coordination with your matched partner school:
Application & Pre-Registration
Register online on the CHED portal and submit your initial details, target degree, and profile summaries.
Documentary Review
CHED and your matched deputized Higher Education Institution (HEI) review your work history and records for initial qualification compliance.
Competency Assessment
The admitting school conducts a thorough evaluation (portfolio review, written exams, panel interviews) to determine your equivalent credits.
Accreditation & Competency Enrichment
Any identified learning gaps are completed via flexible learning modules (LMS, blended learning, or research projects) while keeping your overseas job.
Graduation & Degree Conferment
Upon completing all requirements, you are awarded a CHED-recognized, fully equivalent bachelor's degree.
Basic Qualifications for OFW Candidates
Under Section 5 of Republic Act No. 12124, standard ETEEAP eligibility rules apply to all applicants. There is no requirement for physical presence in the Philippines to apply or qualify:

You must be a Filipino citizen. Active, repatriated, or displaced OFWs are fully eligible regardless of their current country of residence.
2. Age Requirement
You must be at least 23 years of age at the time of your application. Proof of age (PSA Birth Certificate) is required.
3. Educational Attainment
You must have graduated from high school (old or new curriculum) or passed the ALS/PEPT test certifying college readiness.
4. Relevant Work Experience
You must have accumulated at least five (5) aggregate years of work experience in an industry directly related to the degree program you are applying for.
5. Proof of Proficiency
You must demonstrate capability in your field (e.g. certificates of employment, TESDA National Certificates, training completions, or licenses).

To facilitate a fast assessment process on the CHED portal and at the matched HEI, organize your records into a comprehensive evidence portfolio. Check off the documents you have prepared:
Primary Identity & Academic Records
Overseas Employment & Technical Evidence
Note for OFWs: If your certificates or contracts are issued in a foreign language (non-English), ensure they are officially translated and authenticated before uploading to save assessment time.
Common Questions from OFW Applicants
Will my overseas work experience be recognized?
Yes. Under RA 12124, work experience earned abroad is fully recognized. The requirement is a minimum of 5 aggregate (cumulative) years of experience in the relevant industry, regardless of whether that experience was accumulated in the Philippines or overseas.
Do I need to travel back to the Philippines for assessment?
No. Most partner HEIs have adapted their processes to be fully remote for overseas candidates. Screenings, document uploads, portfolio evaluations, and oral interviews are conducted online. If academic gaps are identified, you can clear them via distance education or online learning modules.
Is an ETEEAP degree identical to a traditional degree?
Yes. ETEEAP degrees are CHED-accredited baccalaureate degrees. They carry the exact same weight as degrees earned through standard classroom courses and qualify you for job promotions, professional licensure (PRC) examinations, civil service eligibility, and postgraduate studies.
Are there tuition fees for ETEEAP?
Yes, ETEEAP fees vary by HEI. However, state universities and colleges (SUCs) may extend free tuition to eligible ETEEAP candidates under RA 10931. Private HEIs set their own reasonable fee structures, and you should coordinate directly with your matched school.
What if I am a repatriated or displaced OFW?
The ENROLL OFWs program specifically welcomes repatriated or displaced OFWs, including those returning from crisis situations. It provides a structured, supportive pathway to complete a college degree as you transition back to local employment or prepare for future opportunities.
